Organizers call it the largest community based restoration program in the U.S. The genesis for this recent giant project started years ago as an alternative for Clean Water Services to avoid building a $150 million chiller to cool wastewater discharge into the Tualatin River.

The goal is to cool the Tualatin River and its tributaries with shade.

The project morphed into an ever-growing stream restoration involving rural farmers and urban utilities, parks and governments.

Nurseries had to grown hundreds of thousands of native plants.
