Public schools across Portland are closed for a second day Tuesday.
But neighboring school districts made other decisions.
At first, Portland Public Schools planned to open two hours late. The early morning decision to close completely surprised some parents, as freezing rain turned to rain.
District spokeswoman Christine Miles defended the decision to close.
"We can never second-guess when it comes to the safety of our students," Miles said. "We were really hoping to catch a break early this morning, we were hoping that two-hour delay would help us get kids safely to school - but that just didn't happen."
Miles said the condition of side streets - and even unshoveled sidewalks - influenced the decision to close.
All Multnomah County public schools closed.
But that's not the story in Clackamas County, where most schools opened on time. Schools in Washington County and Clark County Washington generally had delays.
