A former Milwaukie Police Department sergeant is facing several charges for possessing child sexual abuse materials, following more than a year of investigation by local law enforcement.
A Clackamas County grand jury indicted Jon Paul Foreman, 57, on Wednesday on seven counts of encouraging child sex abuse in the first degree, and two counts of attempted encouraging child sex abuse in the first degree, according to the Clackamas County Sheriff’s Office.
Details concerning the alleged crimes were not immediately available Saturday. The Milwaukie Police Department said in a release that “the allegations are deeply troubling.”
Foreman turned himself into police custody Friday afternoon. He is being held without bail.
Police first received a tip in January 2024 and identified Foreman as a suspect several months later. At the time, he was a sergeant in Milwaukie, but was placed on leave in June 2024.
Oregon state records for law enforcement officers show he retired from the department on Feb. 28, having worked there since 2001.
Foreman previously served as a military interrogator for the U.S. Army, according to his LinkedIn page.
