Officers later found and identified the man as 30-year-old Daniel Soto Madrigal. Investigators say he had been reported multiple times before for hanging around Gib Olinger Elementary School, was possibly homeless and had mental health issues. He also had an active felony warrant for his arrest, according to OSP.
