The Multnomah County Sheriff’s Office released more details about the circumstances that led to a deputy shooting a person on Oct. 5 near Lloyd Center in Northeast Portland.
Deputy Rory McPherson was assigned to the transit police division when the sheriff’s office said he stopped a man associated with a stolen Subaru station wagon near the intersection of Northeast Grand and Holladay. McPherson detained Tristen William Borges, 31, who then yelled to a woman in a nearby car.

According to the sheriff’s office, the woman, Erin Marie Juge, then got out of the car and pointed a firearm at McPherson, who then shot her. Borges, still handcuffed, then got into Juge’s car and the two fled north.
The two ran a red light and got into a car accident about six blocks north, at Northeast Grand and Weidler. According to the sheriff’s statement and witness accounts at the scene, Borges then ran from the scene while still handcuffed. A witness said Juge got out of the car bleeding. She stayed at the crash scene.
Juge was released from the hospital on Thursday and booked into a Multnomah County jail on ten charges, including attempted aggravated murder, attempted assault and attempted escape.
Borges was found hiding in a nearby car and charged with attempted aggravated murder, escape and unlawful use of a weapon, in addition to nine other charges.
McPherson, a five-year veteran of the Multnomah County Sheriff’s Office, is on critical incident leave pending the investigation into the shooting.
This is the fourth shooting by a Multnomah County Sheriff’s deputy since 2010, according to police watchdog Portland Copwatch. So far this year, Oregon law enforcement officers have shot at least 33 people, the same number of shootings in all of 2021.
