Neighbor Jacob Driscoll said he had spotted someone with a gun walking around near his apartment complex just after 6 p.m. He quickly got inside and stayed there. Then about two hours later, he says a bullet came through his kitchen window.

“Fortunately my wife and kid were out of the apartment for the night,” Driscoll said. “But it was nerve-wracking.”

He said he had not heard about the shelter-in-place order at any time during the disturbance.

The Portland Police Bureau has not yet released details on what led up to the shooting. Two officers were involved, neither was injured.

While police were investigating this shooting, five people were shot at a demonstration in Northeast Portland. One of them died.
