. Though voters passed the initiative 12 months ago, Josephine County farmers have had until now to phase out their genetically modified crops.

County Commissioner Cherryl Walker says that to her knowledge, farmers have complied.

That account, though, depends almost exclusively on citizen self-reporting. Given the cash-strapped state of the Josephine County Sheriff's Office, enforcement of the ordinance will hinge on the same mechanism.
