Morrow County hopes to avoid going back to baseline

Morrow County in Eastern Oregon currently has the highest amount of COVID-19 cases per capita and the highest percentage of positive tests in the state. At the end of July, Morrow County rolled back its reopening to Phase 1. County officials are hoping to avoid going back to “baseline”, or another shutdown. We talk with Morrow County Chair Melissa Lindsay.
