McKibbin died last week when a plane he was flying crashed into the Columbia River.
The Washington State Senate passed a resolution remembering McKibbin as a public servant, visionary and someone who loved flying.
Sen. Ann Rivers, who represents parts of Clark County, said the loss of McKibbin to southwest Washington is devastating.
“He leaves a tremendous hole in our community," she said on the Senate floor.
Sen. Annette Cleveland, who represents Vancouver, said McKibbin's hangar at the Pearson Airfield was always a gathering place for friends.
“The man seemed to have unlimited energy and passion for building a better community and a better future," she said to fellow lawmakers in Olympia. "I will forever miss him.”
The cause of last week’s crash is under investigation.
